BOARD MEETING MINUTES

April 18, 2005

 

Call to order by Ken Anderson at 7 p.m. In attendance: Burdette Nelson, Don Clements, Keith Larson, Karene Uhe, Doreen O’Donnell, George Butler, Darrel Ray Alexander, Rosie McCullick and her sister who is a landowner in the township, Bruce Hanson, and Jim Holmberg. Hugh Harper arrived at 7:03 followed by Philothea Bezin. Mary Christenson arrived at 7:25.

 

Clements made a motion to approve minutes of April 4, 2005 meeting as read. Anderson seconded. All in favor; motion carried.

 

No treasurers report due to treasurer becoming familiar with the new software; the checkbook can’t be balanced in the same way.

 

Nelson motioned to approve accounts payable of $2,792.38. Clements seconded. All in favor; motion carried.

 

O’Donnell read a letter from the Vernon County Land and Water Conservation Department which explains the township contract for aerial photography. She read a letter to be sent from the township to Kickapoo Area Schools that explains that the township has no zoning ordinance. The kiosk can be built once the school purchases a building permit. The board signed letters to Rep. Lee Nerison and Senator Dan Kapanke regarding the spreading of manure on frozen ground. An email from the towns association was read, explaining the reason the board comes up for reelection all at the same time.

 

Discussion regarding the Paymaster Checkwriter Insurance Policy. Now that the township uses computer-generated checks, the policy is no longer needed. Nelson made motion to cancel the policy. Clements seconded. All in favor; motion carried.

 

Anderson signed the Memorandum of Understanding with the county for maintenance of the townships voter registration list.

 

Discussion regarding plowing private driveways. Anderson motioned that all landowners hire a private contractor from 3:30 on Fridays through Monday mornings to have driveways plowed. During the week once the roads are plowed, patrolmen will plow driveways upon request only. Clements seconded. All in favor; motion carried.

 

Discussion regarding selling gravel. Nelson motioned that the township no longer sell gravel. Landowners should contract with whomever they want. Clements seconded. All in favor; motion carried.

 

Earlier on this day O’Donnell had spoken with Rick Stadelman of the Wisconsin Towns Association about using the Foxxy Shopper as the township official newspaper. It isn’t legal at this time. The board approved using the shopper as an extra place to place notices along with the legal postings. The ad will be approximately 1” x 2”.

 

Reminder of the DOT public information meeting at the Readstown Village Hall on April 28 from 5 to 7 p.m. Discussion is about the Highway 14 Improvement Projects.

 

New Business: Philothea Bezin suggested that the township maintain an email list of town landowners to help get information out. Mary Christenson suggested doing a mailing to announce the coming public hearing on April 30. Included would be a tear-off sheet with place for name and address. This would be sent to the township with $3 for those who would like to be on a mailing list.

 

Talk about comprehensive planning, village powers, zoning. Jim Holmberg said maybe the people do not want zoning. O’Donnell responded that the board had approved the referendum in the spring of 2006 for the township to vote on a zoning ordinance, as the people requested at the Annual Meeting on April 12. Holmberg did not remember this from the meeting. O’Donnell related her conversation with Rick Stadelman, legal council with the Wisconsin Towns Association. He stated that AB608 which was passed states that the comprehensive plan is advisory only. Holmberg said that he (Stadelman) is wrong.

 

The public hearing will still be held on April 30 from 9 to noon as had been scheduled. Mary Christenson will help conduct the meeting. People can come and go in these three hours, bringing their comments, etc.

 

Date for next meeting is May 2, 2005, 7 p.m.

 

Anderson motioned to adjourn at 8:08 p.m. Clements seconded. All in favor; motion carried.
