BOARD MEETING MINUTES

June 15, 2005

 

Chairman Ken Anderson called the meeting to order at 7 p.m. Attending were Don Clements, Burdette Nelson, Keith Larson, Karene Uhe, Doreen O’Donnell, Steve Highman, Laurie Copus, Rosie McCullick, Andy Hankins, Vivian Guist, Joanie Glass, George Butler, and Robert and Linda Miller. Jim Holmberg arrived at 7:05. Ron Uhe arrived at 7:15.

 

Proof of proper notice was shown.

 

Clements motioned to approve the minutes of June 1, 2005. Nelson seconded. All in favor; motion carried.

 

Nelson motioned to approve accounts payable of $6,094.49 plus payroll, with Clerk to check on the billing for Vernon County Solid Waste and Recycling, as there seemed to be a billing for both the numbers of tires collected as well as the weight of the tires. Clements seconded. All in favor; motion carried.

 

Treasurer’s report:  The checkbook balance is $86,500. In July ¼ of the transportation aids will arrive, as well as a portion of shared revenue. In August the second property tax installment will come in.  Outstanding bills- Perry Schmucker has been billed twice for a 32’ culvert. Kenny will go to visit him tomorrow. Also a bill sent to Bartzak on W. River Rd. has not been paid. Clerk will send him a second bill.

 

Clerk’s report:  Bill Burke sent an email to the Board in which he stated that he is at least two weeks from coming to a formal agreement with Mead and Hunt so he can continue with his work with the town. Status report from the state building inspector for two dwellings going up in the township was presented. A letter from Gov. Doyle encouraged the Board to contact our legislators to urge them to oppose the action of the Joint Finance Committee which voted to cut support from the state’s comprehensive planning law.

 

Steve Highman stated that the Town should put aside the issue of comprehensive planning for now. He said that the vote to rescind Village Powers was a disservice to property owners and tax payers in the township. He stated that the township has a diligent and honest board, and citizens should be grateful for that. Highman requested that the Board make a motion to set a date for a Special Town Meeting for a vote to reinstate Village Powers. Anderson made a motion that the board set a date for a Special Town Meeting, the purpose being to vote to reinstate Village Powers. Clements seconded. All in favor; motion carried.

 

New Business: Jim Holmberg stated that at a Vernon County Land Information Committee Meeting he attended on June 14, a resolution which was proposed by Kelly Jacobs of Vernon County Land and Water Conservation to support comprehensive planning was presented. The chair of the committee asked for a motion three times to accept the resolution, and no motion was made.  Holmberg also referred to a letter from Hugh Harper that explains where money for comprehensive planning came from (letter in Minutes book).

 

Vivian Guist presented information about the Readstown/Kickapoo Township Advancement Association. The Association presently has 31 members, and she encouraged others from the township to join. Meetings are the first Monday of each month unless there is a holiday, in which case the meeting will take place the following Monday. Everyone is welcome to attend. She urged people to come see the Advancement building, which is well kept up. It has a kitchen, air conditioning, tables and chairs. It costs $125 to rent, which includes cleaning. At present the Village plans to tax the building, but Vivian has filled out a report to get a non-profit tax number. The Association gives donations to many causes each year such as the Viroqua Hockey Association for $1,000; three scholarships of $500 each to Kickapoo Township and Readstown students; Vernon County Law Enforcement Association, $300; Kickapoo School Booster Club, approximately $1,000; and the Horse Club, $750. Other donations have been given to an accident victim and a cancer family. Money from fund raisers was used to re-side the press box in the park, for exit signs in the Advancement building, for flags in the park and for compressors. The Association sponsors the Labor Day activities in the park, and has its major fund raiser the Saturday after Labor Day. The Kickapoo High School prom may take place in the Advancement Building in 2006. Donations for projects can be made out to the Readstown/Kickapoo Advancement Association and earmarked for a specific fund.

 

Ron Uhe said that Diane Hill will run the Readstown/Kickapoo Farmers Market, which will run each Saturday from July 2-October 2. The market will feature locally made arts and crafts as well as produce.

 

The next meeting date is set for Thursday, June 30 at 7 p.m.

 

At 7:50 motion to adjourn was made by Nelson. Clements seconded. All in favor; motion carried.
