BOARD MEETING MINUTES

June 30, 2005

 

The meeting was called to order at 7 p.m. by Chairman Ken Anderson. Attending were Don Clements, Burdette Nelson, Karene Uhe, Doreen O’Donnell, Jim Holmberg, Bruce Hansen, Rosie McCullick, Laurie Copus, Larry Coleman, Andy Hankins, Fred Olson, Frank McCoy, Darrel R. Alexander, Kate O’Donnell, George Butler, Vicki Joholski, Ron Uhe, and Joan Glass.

 

Proof of proper notice was presented.

 

Nelson made motion to approve the minutes of the June 15, 2005 board meeting. Clements seconded. All in favor; motion carried.

 

Anderson motioned to approve accounts payable of $10,458.95, which included payroll, payment to Stacy Getter for dozer work, reimbursement to Clerk for expenses and other regular disbursements. Nelson seconded. All in favor; motion carried.

 

Next on the agenda was to set a date for a Special Town Meeting to vote on Village Powers, as was motioned by the board at the last meeting. J. Holmberg asked for discussion re: Village Powers.  G. Butler said the discussion should be on the date only. L. Coleman asked why the Board needs Village Powers. Answer: the board is handicapped without Village Powers. It cannot even update the language in the two ordinances the Town already has. With Village Powers the board could regulate land use such as large scale confinement farms: as things are now, there is no town ordinance for that. Q: With Village Powers, would the public have input? A: yes- all agendas on which discussion regarding ordinances, etc., are posted. F. Olson cited examples in which ordinances in Rock County had gone too far: small lots could no longer be sold. In Utica Township, mobile homes were banned. V. Joholski asked whether the people would be allowed to vote on questions regarding acreage, ordinances. A: All input from the community would be taken into consideration, but the board has the final vote.

 

O’Donnell read from the June Wisc. Towns. Assoc. report in which Attorney Rick Stadelman stated that the townships with grants to adopt comprehensive plans must honor their contracts or pay the money back. Clarification that a zoning ordinance and a comprehensive plan are two completely different things. Adoption of the plan is not adoption of a zoning ordinance. A public hearing must take place before the comprehensive plan is passed. J. Holmberg was asked what he was afraid of in regard to the comprehensive plan. A: The town will have to comply with all sorts of other entities and agencies. R. Uhe clarified some aspects of the comprehensive plan. Discussion with B. Hansen re: wordage.

 

Anderson motioned to set the Special Town Meeting date for  July 26 at 7 p.m. in the Readstown/Kickapoo Advancement building. Nelson seconded. All in favor; motion carried. Clerk will check on availability of the building. L. Coleman requested that a letter be sent to tax payers to announce the meeting. V. Joholski asked for volunteers to help with the mailing.

 

Landfill billing question: Gail Frie of Vernon County Landfill had explained to the clerk that the tires had been included with a load of scrap metal, so were taken off and billed separately.

 

New Business: Ron Freymiller had a stray dog for 14 days. The town owes him $70 ($5/day). Bill from Stacy Getter presented.

 

The next meeting date was set for July 14, 2005, 7 p.m.

 

The meeting adjourned at 8:15.
