REGULAR BOARD MEETING MINUTES

Kickapoo Town Hall, Readstown, Wisconsin

January 3, 2006

 

Chairman Ken Anderson called the meeting to order at 7 p.m. Burdette Nelson, Don Clements, Karene Uhe, Keith Larson, Doreen O’Donnell, Robert and Linda Miller, Ron Uhe, Larry Coleman, Mary Christenson and Bruce Hansen were present. George Butler arrived at 7:50.

 

Proof of proper notice was shown.

 

The minutes of Dec. 6, 2005, were approved as read.

 

Treasurer’s report:  Approx. $100,000 of the $186,000 in property taxes collected so far, is included in the current checkbook balance of $135,386.  The $15,000 CD (New Equipment fund from 2005 budget) comes due in February. Board needs to make a decision whether to renew that amount before that time. $7,500 of the New Equipment fund from 2006 budget will pay for new sander; $7,500 will go into New Equipment fund CD, for a total of $22,500. Sales tax, payroll and the January tax settlement are due before the next meeting. Board gave approval for paying them. The electric and phone bills also may not arrive in time for the monthly meeting approval. Board approved paying them as they come in.

 

Nelson made motion to approve accounts payable of $25,935.76, which includes quarterly payroll, insurance payments to Rural Insurance, and the new sander. Clements seconded. All in favor; motion carried.

 

Anderson named the Comprehensive Advisory committee: Ray Key, Tim St. Clair, Larry Coleman, Bill Putze, Mary Christenson, Ken Anderson, and Joan Glass. The advisory committee will review a copy of the Working Draft Copy of the comprehensive plan, and meet (tentatively) on January 24, 2006, at 7 p.m. to discuss changes. Ron Uhe made himself available at the committee’s request to explain or clarify. As per the minutes of the December 14, 2005 meeting with Bill Burke and Mead & Hunt, the advisory plan committee will go over the plan to be sure it is as they would like it to be presented to town residents. The Rough Working Final Draft will then be sent to Mead & Hunt, where the hard copy and pdf copy will be made. The pdf copy will be put on the website, and hard copies will be available to residents for public input.

 

Board reviewed building and driveway permits from July- Dec 2005.

 

Clerk clarified how the town levy limit was reached. All figures came from the Department of Revenue which provided the town with a Levy Limit Worksheet naming the 2004 payable 2005 levy of $165,000; the levy of $168,300 which includes the 2% growth increase; and the final allowable levy of $176,022 with the 6.680% net new construction applied.   Clerk read an email from Data Warehouse LLC requesting to purchase town voter records from as far back as the year 2,000. Board chose to not sell this information.

 

New Business: Robert Miller set up and printed the newsletter which was included in the tax bills which were sent out in December. His initial estimates for the cost of publishing the newsletter were low, based on the 250 copies for residents instead of the 400 for all landowners, and his printer which broke down during the printing process- he will now have to go to commercial printing. The cost was covered by three town residents. He requested:  (1) that the board solicit funds from town residents (the outcome of the July 1, 2006, newsletter will depend entirely upon contributions made up to and before June 1, 2006); (2) that the newsletter be printed three, not four times per year (Apr. 1, July 1, and Sept. 1); and (3) that newsletter deadlines be strictly adhered to by the contributing members of the board.

 

Next meeting is February 7, 2006.

 

Anderson motioned to adjourn at 8:23 p.m. Clements seconded. All in favor; motion carried.
