REGULAR BOARD MEETING MINUTES

Kickapoo Town Hall, Readstown, Wisconsin

March 7, 2006

 

The meeting was called to order by Ken Anderson at 7:01 p.m. Also in attendance were Don Clements, Burdette Nelson, Karene Uhe, Doreen O’Donnell, Larry Coleman, Bill Putze, Robin Davis of Kraemer Co., Attorney Eileen Brownlee, Bruce Hansen, Hugh Harper, Ron Uhe, and Jim Holmberg.

 

Proof of proper notice was shown.

 

Minutes of February 7, 2006 stand as read.

 

Treasurer’s report: Current checkbook balance is $105,680; $36,788 is in the savings account (including a recent transfer of $15,000); the new machinery account of $22,916 is now in a 6-month CD at 4.1%.

 

There are still two people delinquent in their personal property taxes. Treasurer was instructed to bill them a third time. The town is responsible for collecting taxes from 2004 that were omitted from the tax roll at that time. Two landowners have been billed. One has not paid; the other paid half and would like to know when the second half is due. Treasurer was instructed to bill both and ask for payment as soon as possible. Nelson motioned to accept the treasurer’s report. Clements seconded. All in favor; motion carried.

 

Accounts payable of $10,813.70 was approved. This amount includes the fire payment to the Village of Readstown.

 

Attorney addressed the Duanne Garrett Property right-of-way. The town has a right to set aside a parking area in town right-of-way; there is nothing prohibiting doing that.

 

Viola Dump Issue: Larry Coleman said that the dump was closed in 1990. Attorney said that if the dump is formally closed, there should be a DNR order. It is a DNR issue and not within the town’s authority.

 

Dog Catching Policy: Nelson made a motion to contract with the Vernon County Humane Society for dog catching. Clements seconded. All in favor; motion carried.

 

Gravel Bids: Anderson made a motion to accept the Kraemer Co. bid- $6.00/cubic yard for ¾” gravel and 3” minus for the town. The price to town residents is $9.00 plus sales tax.  Seal coat bids- Scott was the only contractor that submitted a bid- $21,972/mile; a surcharge may be added if diesel fuel exceeds $2.95 per gallon in our area.

 

The Annual Meeting Date was set for April 11, 2006, at 7 p.m. in the town hall.

 

Clerk submitted to the board the New Dwellings status report; Forest Cropland Master Printout; MFL Correction Order, and Kickapoo Valley Rescue squad stats. Attorney’s cost to condense the comprehensive plan is $250. The spring election is April 4. Races are for school board, judicial, and county supervisor.

 

New Business: Bill Putze reported that the attorney is currently condensing the comprehensive plan. He requested that the board commit to pay for ten hours of her work in and outside of the meetings. No action taken.

 

The next meeting date was set for April 3, 2006, at 7 p.m.

 

Anderson made the motion to adjourn at 8:40. Clements seconded. All in favor; motion carried.
