REGULAR BOARD MEETING MINUTES

Kickapoo Town Hall, Readstown, Wisconsin

August 22nd, 2007

 

Ken Anderson called the meeting to order at 7:00 p.m. Don Clements, Ray Key, Chuck Norman, Karene Uhe, Doreen O’Donnell, and Ray Hummel were in attendance

Proof of proper notice was shown.

The minutes of August 1st, 2007 stand as read.

 Upon review of payables, Ken made the motion to approve total disbursements of *$42,500. Don seconded. All in favor: motion carried. This figure includes *$41,750, a partial payment to Scott Construction for seal coating.

 

Mr. & Mrs. Ioriatti are not quite completed with the fence requirements as of yet.

 

TRIP and PASER inspection went as scheduled on 10:00 a.m, Tuesday, August 14thnd by all board members and the town clerk. Mostly the roads were in good shape but the town had some good candidates for road improvement for TRIP, too. This has been documented for PASER.

Saturday Evening, August 19th the floods began, washouts were reported and emergency repair measures were taken to address road and bridge washouts. Within a week the town’s TRIP & PASER reports were made a mote point. Ken and Chuck attended an Emergency Management meeting at Viroqua, Monday morning the 20th and it was emphasized that the town document all damage backed up with pictures, costs incurred and time spent by the various people involved including outside contractors and town employees. At the time of this board meeting the estimate for damage was between $400,000 and a million dollars. Much is underwater and much fill is needed. This does NOT include private property. 60 pictures have been taken & 50 sites have been evaluated in need of work. FEMA begins Tuesday in Vernon County. Today, the town patrolmen sent the contractors out just to open up roads and that is the current priority.

One contract has been issued to Mike Lepke. Others are in the making.

The state specifies a standard rental rate for HWY equipment covered in Wisconsin State Highway Maintenance Manual Exhibit 5.55:

2007 Classified Equipment Rates Standard and Special Rated Units

Also, we need to corroborate what we charge other municipalities with the rate we charge to ourselves for the purpose of submitting for higher government aid. A resolution needs to be made that states the town policy in this regard and appears to exist.

Resolution 2004-2 to wit:

BE IT HEREBY RESOLVED that the town board of the Town of Kickapoo adopts the Wisconsin DOT rates for machinery for federal emergency purposes.  August 16, 2004


 

Kenny motioned that authorization be made for any board members to permit private driveway work as may be needed to protect life and property as their judgment deems necessary. Common sense and the public good is assumed to prevail in making these determinations. Motion was seconded by Don.

CLEANUP DAY – will be Saturday, September 29th, 2007, from 9:00 a.m. until 3:00p.m. Due to the damage and debris extra dumpsters will be ordered per FEMA.

Date for next regular board meeting – Tuesday, September 4th, 2007, at 7:00 pm at the town hall.

Don made motion to adjourn at 8:00 pm. Ray seconded. All in favor; motion carried.
