REGULAR BOARD MEETING MINUTES

Kickapoo Town Hall, Readstown, Wisconsin

September 20th, 2007

Ken Anderson called the meeting to order at 7:00 p.m. Don Clements, Ray Key, Chuck Norman, Karene Uhe, Eileen Brownlee, Doreen O’Donnell, Ray Hummel and Burdette Nelson were in attendance

Proof of proper notice was shown.

The minutes of 4th, 2007 stand as read.

 Upon review of payables, Ken made the motion to approve total disbursements of $18,539.60. Ray seconded. All in favor: motion carried.

Karene reports that we have $16,500 in checking, $86,250 in savings and $26,700 in CDs or a total cash on hand before today’s bills are paid of $129,450. Budget issues will be covered in October.

Flood Damage Recovery Issues:

Ken Anderson’s estimate that the total flood damage to be in the neighborhood of $300,000 still stands.

Attorney, Eileen Brownlee presented a draft of special a meeting notice and resolution to be discussed and voted on at a proposed special town meeting. In general it proposes:

1. A Special Town meeting to be held on October 11^th, 2007 at 7:00 p.m. at the town hall.
2. Purpose:
1. Authorize town to borrow money not to exceed $400,000 for repair and cleanup of town roads from recent flooding.
2. Authorize town to raise the highway spending limit from the current $270,000 now authorized.

Ray motioned that the above proposed resolution, 2007-5, be passed. Don seconded.

Eileen then took leave as discussion moved to discuss cell phone options. It is proposed that we drop Alltel and go with Tracfone which requires no contract and are only $30 each instead of the $200 per the current contract. Minutes are purchased in prepaid cards and the savings are about $500 per year. Ken moved that we go with the plan and Don seconded. 

Audience to visitors: Doreen requested that a procedure be established to approve building permits at the board level. Problem is town no longer has “village powers” and to modify the ordinance in place in any way could jeopardize the very existence of the ordinance.

 

Date for next regular board meeting – Monday, October 1, 2007, at 7:00 pm at the town hall.

Ray made motion to adjourn at 8:10 pm. Don seconded. All in favor; motion carried.
