REGULAR BOARD MEETING MINUTES

Kickapoo Town Hall, Readstown, Wisconsin

January 22, 2008

 

 

Attendees: Ken Anderson, Don Clements, Ray Key, Karene Uhe and Harley McMillen. Doreen O’Donnell, Chuck Stelzner, Eric Gilgenbach, Betsy Gilgenbach, Jim Holmberg

 

The meeting was called to order at 7:07 P.M. by Chairman Ken Anderson. Proof of proper notice was given.

 

Minutes were read for the January 7 meeting and the Special meeting of January 14.

Ken made a motion to accept the minutes as read and the motion was seconded by Ray.

 

Neither minutes nor proof of notice was available for the special meeting of the Chairman and Ray Clements where discussions were held concerning the plowing of driveways.

 

The clerk requested that the township pay the $45.00 membership fee for the Wisconsin Municipal Clerks Association. Don made a motion to pay the membership fee and the motion was seconded by Ray.

 

The treasurer reported that the checking account had $155,546.94 as its balance. The savings account had 267,972.79; the c.d. had 27,298.00 and is ready to be renewed. The treasurer was instructed to find the best rate available for the renewal of the C.D. The board made a motion by Ken and seconded by Ray that a payment of $200,000 be made on the principle of the outstanding loan.

 

Accounts payable was approved in the amount of $126, 875.30, which includes the payments to the school districts.  The bill from the highway department was held over to the next meeting until further clarification was made on what items were being billed for.

Ken made the motion and Ray seconded the motion noting the exception to the County Highway Department to pay the payables.

 

A disaster emergency may be made by the chairperson or his designee. Ray made the motion to accept and Ken seconded the motion. A disaster emergency can be made with a two hour notice.

 

Discussion of comp time, overtime and personnel policies was tabled for further discussion.

 

The discussion with the audience was opened and there was a discussion of the criteria used to make fees for driveway plowing. No decisions were made and it was tabled to the next meeting.

 

Ray moved that the Board adjourn and was seconded by Ken. The date of the next meeting was set for February 5 at 7:00 PM.
