REGULAR BOARD MEETING MINUTES
Kickapoo Town Hall, Readstown, Wisconsin
March 11, 2008
Attendees: Ken Anderson, Don Clements, Ray Key, Karene Uhe, Alan Buss, Harley McMillen, Tom Somonsen, Jeffrey Wendorf, Eric Gilgenbach, Brenda Wright, David Wright, Larry Coleman.
The meeting was called to order at 7:04PM by Chairmen Ken Anderson. Proof of proper notice was given.
Minutes from February 26th meeting were read, no additions or corrections, minutes approved as read.
Board of review meeting in La Crosse: The Wisconsin Towns Association meeting is April 5th in La Crosse and included Board of Review Training. We will decide who is going at our next meeting.
Recycling center discussion: Harley gave Ray a draft version based on the recycling guidelines from Vernon County. We will remove the lines about removing taking labels off cans. When residents don't recycle we pay more for disposal fees. Our recycling has been not bundled and we may have to pay the same price to dispose of the recycling as we do for garbage. Clear bags will be available in two sized. 33 gallon are .25 cents each, 15 gallon are .20 cents each, in packages of 10. We will have bags available this weekend.
Discussed staffing for spring clean up day. Ken made a motion to keep three people working during spring clean up. Ray seconded, passed unanimously.
Tractor: We have two prices for mowers and have listed our old tractor for sale. Will continue to look at all our options.
Audience to visitors: Jeff Wendorf and Tom Simonsen. Jeff read a report regarding two stuck buses on March 5th after a snowfall that day. After some discussion it was agreed that the patrolmen will be able to work as needed. Jeff complimented the township for the excellent work taking care of the roads in the past and the good communication with the school about road conditions.
We will be getting a letter that Kickapoo Schools will canvass the votes on Wednesday instead of the night of the election.
Accounts payable: Ken made motion to approve, Don seconded, passed unanimously.
Audience to visitors: David Wright noted that nobody filed papers to run for the school board position that is being vacated. We need someone to fill the position. If anyone is interested they can still be elected as a write in vote.
Now that have a new patrolman there was some discussion of having a job descriptions. We will look into finding an existing job description from other towns and changing it to meet our needs. Several people commented that the fact that both patrolmen are making the same money is perceived as unfair. A suggestion was made to give Steve a $1 an hour raise. Dwight is working 40 hours a week until April as a part time seasonal employee.
There was a weekend where a town road was not passable and the plows were not out to clear the roads.
The charge for plowing driveways was based on the length of the driveway, anywhere from $50 through $175. We are reviewing a policy for plowing. No contractors complained about the town plowing.
The town chairman is paid a salary and does not get paid extra for meetings. The only paid meetings are for meetings that are not called by the chairman. The salary for town chairman is $5500. Supervisors are paid $40 per meeting.
Next meeting is March 25th at 6:00pm.
