TOWN OF KICKAPOO

REGULAR BOARD MEETING MINUTES


Kickapoo Town Hall, Readstown, Wisconsin

November 11, 2008


Attendees: Ken Anderson, Ray Key, Don Clements, Karene Uhe, Harley McMillen, Ray Hummel, David Alexander, Eric Gilenbach, Chuck Seltzner, Hugh Harper, Jeff Green


Meeting was called to order at 6:00 PM. Proof of proper notice was given.


Minutes from the October 21, 2008 were approved as read.


Accounts payable in the amount of $3,572.33 were approved by a motion of Ken Anderson and seconded by Ray Key.


The township clerk reported that the election went on with no problems. We had 284 voters which was the highest number ever reported for the township.


The clerk reported on the statue regarding the Township Chairman serving as a town employee. According to the Wisconsin Town Association, and the township's attorney , Eileen Brownlee, the chairman may serve as a town employee.


The township clerk also checked with a CPA, the township's attorney and the State Department of Revenue regarding the chairman's desire to accrue hours for 2008 and turn those hours in 2009 since he has already reached his maximum of $5,000 for additional compensation. All individuals said that since we have established a policy of paying these individual's fourth quarter earnings in January, the chairman may likewise accrue hours for the last quarter and turn the hours in to be paid in the first quarter of 2009.


Since the Sheriff's department has changed the manner in which fire numbers are assigned, the responsibility for the issuance of these numbers will be the individual requesting a fire number, the township clerk, and Steve Clements, highway patrolman, who will provide the necessary GPS reading.


All building permits will be received by the township clerk and will be brought to the Board of Supervisors to determine if a site visit is necessary before the permit is issued. If a site visit is necessary, the permit will be assigned to a supervisor who will be paid a minimum of $16.50 an hour plus mileage. For any additional trips, the supervisor will be paid $16.50 plus mileage.


Driveway applications will be handled in the same manner as the procedure for building permits.


All culverts will now be picked up by the patrolman and the delivery fee will go directly to the township treasurer.


Ray Key mad a motion to accept these changes with a second by Don Clements.


Harley McMillen met with Joe Thompson who buys our cans. The clerk requested that we paid by check. He said that was fine and the only problem might be if he failed to bring a check with him from his office. He was told that we would still accept the cash. The township clerk has a key to the dump building and Joe Thompson can meet with the township clerk to gain access to the cans.


Heaters are needed for the township office and for the office at the dump. Ray Hummel offered to bring two heaters to the township office and we will try them to see if they provide sufficient heat.


Ken Anderson made a motion to buy new tires for the township's equipment. Ray Key seconded the motion.


Ray Key made a motion for two signs to be placed at the dump. One sign would say the “Only clear/non-transparent bags may be placed in the bin for Household Garbage.” The second sign would say that “All corrugated cardboard must be flattened and bundled”. Don Clements seconded the motion.


A comment from the audience inquired about the work being done on Aikins Road and what was happening to the wood that was being cut up. Ken Anderson indicated that any additional individuals working on that project were being paid by Ken Anderson personally and would not be an expense to the township.


A Draft Budget was circulated and after several questions, it was accepted as presented. There will be further detail of the expenditures at the public meeting.


Ken Anderson made a motion to accept 997 feet of Song/Bird Lane as a township road. After Ken assured the township that the proper base was underneath the road, Ray Key seconded the motion.


The date for the next meeting is the Budget Hearing and Special Town Meeting at 7:00 PM , Tuesday at the town hall on November 25, 2008 at 7:00 PM


Ken Anderson made a motion to adjourn and Ray Key seconded the motion.. The meeting was adjourned at 7:50 PM.
