REGULAR BOARD MEETING MINUTES
Kickapoo Town Hall, Readstown, Wisconsin
October 21, 2008
Attendees: Ken Anderson, Ray Key, Don Clements, Karene Uhe, Harley McMillen, Ray Hummel, Jim Holmberg, Jeff Green, Tim Hundt, Bruce Hanson, Hugh Harper, Fred Olson
Meeting was called to order at 6:00 PM. Proof of proper notice was given.
Minutes from the October 9, 2008 were changed to indicate that a personnel committee had not been formed nor that the Southwest Sanitation Proposal was tabled until the next meeting. Ray Key made a motion to accept the minutes as corrected. Don Clements seconded the motion.
Ray Key made a motion to suspend the expectation of the agenda and Don Clements seconded the motion. The agenda was modified to add the item of rescinding a September 11, 2008 motion.
Approve accounts payable by a motion of Ken Anderson and seconded by Don Clements.
The Township clerk indicated that there would be a public testing of the electronic voting machine on Thursday, October 23 at 1:00 pm. At the Town Hall.
Chairman Ken Anderson announced that the township was able to obtain their winter sand and salt order. 105 .6 tons were received and the order was placed early
enough that we were able to save $50 a ton on the order.
Discussion was had concerning the CDL License for Emerald Faulkner. Mr. Faulkner was hired September 11, 2008 and is on a 90 day probationary period till 12/11/08. Mr Faulkner provided the Township Clerk with a letter he had sent to the Highway Department sent on October 5, 2008 requesting a time and date for the Air Brakes Exam. The Highway Department that turn around time for such requests is usually 14 days.
Ray Key made a motion to rescind the motion of September 23 at which time a motion was made to hire a dump manager for $50. each Saturday. Don Clements seconded the motion.
During the audience to visitors the following items were discussed: 1) The Scott Bid for Seal coating and the actual invoice received. The clerk had a copy of the original bid as the location of the original bid was either filed in Ken Anderson's FEMA files kept at his home or was sent to the FEMA official when the Township bid was submitted to FEMA. There was a concern expressed that original documents were not being kept in the township offices as required by the Wisconsin statues. All original FEMA documents are being kept at Ken Anderson's home. The original Scott bid had an approximate cost of $28,065.60 per mile and the total bid was for $77,010.30. There was 2.48 miles seal coated which include .07 miles for Riley Road which is a FEMA reimbursement.
The treasurer, Karene Uhe and Board Supervisor Ray Key examined the invoice against the bid and determined that the original bid plus fuel surcharge was $73,492.40 and the actual invoice was $72,492.40. Ray Key said that he would be glad to review any of the documents at the township office.
2) The chairman Ken Anderson announced that after feedback from the audience at the last board meeting, he told Southwest Sanitation that we were not interested in pursing any other proposals with them regarding the dump. The town dump will continue to be operated as it has been in the past.
3) There was a discussion that a personnel committee should be formed so that job descriptions could be written for all positions in the township. Although there was general agreement that such a committee would be a good idea it was decided that the township would wait till next year to begin that project.
4) There was a request that all meetings be taped and the clerk pointed out that he would have no problem if any person wished to tape the meeting. He expressed his frustration with having to listen to a tape for 1 ½ hours and then complete the minutes. The Town Chairman told the Township Secretary he was free to put whatever he wanted to in the minutes. The township clerk indicated that he would make a stronger effort of capturing the comments that occurred at township meetings. He did not think that he needed a tape recorder to do that but instead he would take more complete minutes of the whole meeting.
5) One resident requested an interpretation of Wisconsin Statue 60.37(4) with regards to compensation to the town chairman. The township clerk has sent letters to the township lawyer as well as the Legal department of the Wisconsin Towns Association.
6) Several residents complained about the condition of certain roads in the township. Sugar Grove Road and Norske Road were mentioned in particular. The patrolmen have been notified to check the condition of those two roads as well as any other roads that may need work before winter begins.

7) There was a discussion if the town chairman may bank hours this year and be paid in the following year. The secretary and treasurer will follow up with the proper legal and financial authorities to determine if this is possible.
8) The board reminded all residents that the township will not be plowing driveways this year and they will continue the policy of not selling gravel due to restrictions imposed upon townships competing against private contractors.
Next meeting was set November 11, 2008 at 6:00 PM
The Budget Hearing and Special Town Meeting was set for November 25, 2008 at 7:00 PM at the Town hall.
Ken Anderson made a motion to adjourn and Don Clements seconded the motion.. The meeting was adjourned at 7:25 PM.
