Minutes of the Regular Town of Kickapoo Board Meeting
Thurdsday, March 10, 2009 at 6:00 PM at the Kickapoo Town Hall, Readstown, WI
Present: Ken Anderson, Don Clements, Harley McMillen, Karene Uhe and 27 visitors signed in on the log attached to these minutes.
The meeting was called to order at 6:00 p.m. Chairman Ken Anderson
Proof of proper notice was given.
As the clerk was unable to take minutes, the chairman requested that the treasurer do so.
Minutes of the 2-10-09 board meeting were read. The amount received from FEMA will be corrected to show $100,621.33. Ken made a motion to approve the minutes and Ray seconded.
Accounts payable in the amount of $6,889.22 were approved by the board. Ken made a motion to approve the bills and Ray seconded.
Harley reported that the November election poll book was missing from the office and although the county has a duplicate copy, it is an important document that we should keep. After discussion, it was decided that Harley would file a theft report with the police and that the issue of who has keys to the office lock will be a future agenda item.
Harley also reported that candidates for an election are not permitted to campaign during the time they are specifically working for the town (i.e. town dump, meetings, etc.). Discussion included the clarification that the town board could pass an ordinance limiting what can be posted on town property.
Karene reported that tax season is over, the settlements have been paid out, and our loan with People's State Bank has been paid off ($208,346). Our balances are checking: $20,969; savings $140,231; and CD machinery account at $59,409 @ 2.25%. We have received another $6,700 from FEMA.
The Rural Mutual representative was not in attendance as he has indicated that it is not necessary to adjust property values at this time for insurance purposes.
The FEMA monies received were reported in the Treasurer's report.
The town had received 2 seal coat bids and 1 gravel bid, however, those bids were hand delivered to Ken at his house. Since the bid specifically instructs bidders to send their bids through the mail to our P O box, it was decided both sealcoat and gravel should be re-bid. Ray moved as such and Don seconded. Harley will contact the one bid that was inadvertantly opened and read.
The assessor bids were opened and read. There were 9 bids ranging from $4,800 to $39,900. Attorney Eileen Brownlee advised that there are standard contract examples on the DOR website and that we were not required to take the low bid. A committee of Don Clements, Ray Key, Hugh Harper, and Karene Uhe will meet and review the bids before the next board meeting.
Discussion regarding the publishing of the town meeting minutes and draft copies of minutes resulted in the agreement that minutes would not be given out for publication until after they were approved by the board.
The training for supervisors of employees with CDL licenses was declined at this time as it was thought that several training sessions were held throughout the year.
Several town residents expressed their concern with the altercation at the dump the previous Saturday between Ken and Harley and how that would affect their working together. After hearing the concerns expressed, Ken agreed to resign effective March 10, 2009, @ 11:00 p.m. and wrote a statement as such. Attorney Eileen advised that it was not mandatory to step down unless there was a felony conviction and that the remaining board could either appoint an interim board member at a publicly noticed meeting or the seat could remain open until the April election.
Bruce Hanson requested town residents to submit work projects that need to be done in our township for possible funding through the federal stimulus package.
The spring election will be April 7th.
The annual meeting will be April 14th @ 7:00p.m. with a regular board meeting to follow.
Ray moved to adjourn, Don seconded, and the meeting was adjourned at 7:45.
