REGULAR BOARD MINUTES

KICKAPOO TOWN HALL READSTOWN, WISCOSNIN

6:30 P.M.

May 12, 2009



Attendees: Jeff Clements, Burdette Nelson, Andy Kellogg, Karene Uhe, Harley McMillen, Barrett Brenner of Chimney Rock Appraisal, Robin Davis, The Kraemer Company, David Alexander, Ray Hummell, Chuck Seltzner, Hugh Harper, Vicki-Joholoski Grooms, Eric Gilenbach, Bruce Hanson,Jim Holmberg


Meeting was called to order at 6:30 P.M.


The meeting was open to public comments. A suggestion was made to change the dump hours to 8 AM to 12 noon instead of 10AM to 2:00 PM. After discussion it was agreed that it would be on the June Agenda for the Board of Directors.


Proof of Proper notice was provided. The Notice Locations will be changed to the Township Hall Bulletin Board, The Recycle Center, intersection of County X and Sugar Grove Road. The township web site will also be utilized but will not count as one of the three legal public places.


Minutes of the April 14 meeting were read and approved as read with a motion made by Andy Kellogg and seconded by Jeff Clements. Burdette Nelson made a motion to approve the accounts payable in the amount of $14.172.089 with a second by Andy Kellogg.


Barrette Brenner of Chimney Rock Appraisal gave a short presentation of the current status of the Kickapoo Township Appraisal. Because our appraisal has begun late this year, many activities such as the Open Book and Board of Review will not be occurring until sometime in July. Mr. Brenner is attempting to work with Jay Walsh in obtaining all the previous records. Hugh Harper has also assisted Barrett in obtaining certain figures for the assessor.


Mr Kyle Gibbons of Scott Construction was unable to attend due to a previous conflict. He did request through Harley McMillen that Jeff, Steve, and Harley meet with him On May 28 at 9AM to review the roads that have been sealcoated. A meeting has been set up.


Harley McMillen reported that he has not been able to find any stimulus money from the federal government that would be available for the township. His conclusion was that we were too small of a governmental unit to receive stimulus money.


Song/Bird Lane has not become a township Road because improper procedures were utilized by Ken Anderson to adopt the road as a township road. The clerk will prepare a letter to Mr. Song and ask him to contact the township clerk or the township attorney so as to obtain the necessary procedures. Jeff Clements indicated that he had informed the patrolman to provide no assistance to that road until the legal issues are resolved.




Discussion also ensued that the Township draw up specifications for anyone wishing to donate a road for the township. Jeff Clements indicated that he would be talking to the County Highway Commissioner to assist us in drawing up these specification. No other action was taken.



Jeff Clements made a motion with Andy Kellogg seconding the motion to hire Lori Jensen to work at the recycle center every other Saturday at a rate of $50 per Saturday. The other Saturdays would be manned by Don Clements at a rate of $50 per Saturday. The township liability insurance covers all workers whether they be full time or part time workers. It was also agreed by consensuses that the recycle center would require clear plastic bags which can be purchased at the recycle center or at any other retail location. The object is that one must be able to see inside the bag in order to determine what is being thrown into the various dumpsters. Since starting the clear recycle bags, our recycling efforts has increased tremendously


All papers, materials and other items have been returned to the township office from Ken Anderson. A question arose concerning an extra base to the radio and a camera that Ken Anderson may still have. Andy Kellogg indicated he would ask Kenneth Anderson about those two items.


The township clerk reported that there would be some internal changes in the way that payroll is being handled and these changes will result in a cost savings to the township.


The treasurer gave a report. The checking balance is $16,211;savings account is $140,915 and the C.D. is $59,409 with a rate of 2.25%. .Karene Uhe made a third recommendation for a personnel policy manual be written for the Township. A motion was made by Jeff Clements and seconded by Andy Kellogg to for such a committee. Members of the committee at this time are Karene Uhe, Chuck Stelzner, Eric Gilenbach, and Harley McMillen. Any other township residents that would like to serve on this committee should notify Harley McMillen at the township office (629-5848).


Permits issued for the month of April were for Daniel & Carla Act, Darrel Alexander,Wesley and Grayselda Clark and Matthew Davidson.


A breakdown of the 2008 Highway Expenses was provided by Harley McMillen.


The date for the next meeting is Tuesday June 9, 2009 at 6:30 PM.


Jeff Clements made a motion to adjourn and Andy Kellogg seconded the motion. The meeting was adjourned at 8:30 PM.
