REGULAR BOARD MINUTES
KICKAPOO TOWN HALL READSTOWN, WISCOSNIN
6:30 P.M.
June 9, 2009
Attendees: Jeff Clements, Burdette Nelson, Andy Kellogg, Karene Uhe, Harley McMillen, Robert Miller, Linda Miller, Darrell Alexander, Harley Shadof, Steve Clements, Ray Hummell, Don Clements,Jim Holmberg
Meeting was called to order at 6:30 P.M.
The meeting was open to public comments. Mr and Mrs Miller was requesting signage for the Kickapoo Lane and is now the Kickapoo Road. Since speed limit signs would be unenforceable, a suggestion was made that a county slow sign or dead end sign suggestion would be purchased by the township from the Vernon County Highway Department. The owner of land wold share in the cost of the sign obtained from the Vernon County Highway Department.
Uniform Dwelling Code Commissioner, Brad Smircina,was unable to attend the meeting and will be at a board meeting at a later date.
Proof of Proper notice was provided. The Notice Locations will be changed to the Township Hall Bulletin Board, The Recycle Center, intersection of County X and Sugar Grove Road. A permanent notice sign will be placed at the recycle center. The township web site will also be utilized but will not count as one of the three legal public places.
Minutes of the May 12, 2009 meeting were read and approved as read with a motion made by Andy Kellogg and seconded by Jeff Clements. Burdette Nelson made a motion to approve the accounts payable in the amount of $58,455.36 with a second by Andy Kellogg.
The Open Book is set for June 29 from 5PM to 8PM and the Board of Review is scheduled for July 1 6:30-8:30 PM.
Moore Road was reviewed and determined that there were 3,834 feet to be seal coated. An 18 feet top cost will be utilized at a cost of $19,978.97. Includes two coats. Sugar Grove Road was reviewed and a single coat with a 22 feet top would be $18,026.25 with a single top. Since the original request for Bids for Seal coating (February 19, 2009) dealt with material application and the scope of the work had not changed, Scott's original bid was accepted.
Harley McMillen has talked with Mr. Song concerning the problems with Song/Bird Lane. Mr. Song promised his cooperation in what ever manner the Township choses to follow.
A motion made by Jeff Clements and seconded by Andy Kellogg changed the recycle hours to 8AM to 12 Noon effective July 5, 2009. Notices will be placed at the recycle Center, Epitaph News, and WVRQ Radio.
One of the residents expressed a concern with the time employees work and when the employee receives a check. This applies to the three people getting direct deposit, Steve Clements, Emerald Faulkner, and Harley McMillen. Since neither Harley or Steve expressed any concern, the suggestion was made the Emerald Faulkner talk to Harley McMillen, the Township Clerk with regards to his concern about when he is to get paid. The new personnel policy manual will be addressing this question once the manual is completed. (Hopefully sometime in July)
Building Permits issued in the month of May were for Steven Bass and Mike & Amber Coulthard.
The date for the next meeting is Tuesday July 14, 2009 at 6:30 PM.
Jeff Clements made a motion to adjourn and Andy Kellogg seconded the motion. The meeting was adjourned at 7:45 PM.
