REGULAR BOARD MINUTES

KICKAPOO TOWN HALL READSTOWN, WISCOSNIN

6:30 P.M.

July 14, 2009



Attendees: Jeff Clements, Burdette Nelson, Andy Kellogg, Karene Uhe, Harley McMillen, Steve Clements, Don Clements, Darrel Alexander, Brad Smrcina


Meeting was called to order at 6:30 P.M.


Brad Smircina introduced himself as the Uniform Dwelling Enforcement individual for Vernon County. The UDC Building Permit, plan review, inspections, etc is not required for alterations to an existing building. However, it does apply to all new stick built homes, new modular homes, new mobile homes, all new cabins, barns, garages and structures that will be used to sleep in which makes them dwelling. Any building built after 1-1-05 that was not built as a dwelling but is going to be changed over to a dwelling. It also includes any existing foundation that a new home will be placed or built.


Proof of Proper notice was provided. The Notice Locations has been changed to the Township Hall Bulletin Board, The Recycle Center, intersection of County X and Sugar Grove Road. A permanent notice sign will be placed at the recycle center. The township web site will also be utilized but will not count as one of the three legal public places.


Minutes of the June 9, 2009 meeting were read and approved as read with a motion made by Andy Kellogg and seconded by Jeff Clements. Burdette Nelson made a motion to approve the accounts payable in the amount of $14,052.02 with a second by Andy Kellogg.


It was reported that only one change was made at The Open Book and no one attended the Board of Review.


Moore Road and Sugar Grove Road are ready for seal coating. We are waiting for Scott Construction company to notify us when they will be in the Kickapoo Township.


The new township road specifications were reviewed. After a change was made in the Road Base, Burdette Nelson made a motion to adopt these specifications as a policy of the board. The motion was seconded by Andy Kellogg. A copy of the motion for New Township Road Specifications is made Attachment A to these minutes.


Harley McMillen reported that his shoulder surgery will be on August 7, 2009. Sadie Wallace, township clerk for Readstown will be assisting Mr McMillen in the office during his absence. Since he will be available by phone during his recovery, there will be no change in his payroll schedule.


Karene Uhe gave a treasurer's report. Our current balances in the checking account is $24, 264.00; Savings account $86,115.00 and the Certificate of Deposit $59,409. She will be checking on the renewal rates for the c.d. Progress is being made on a new personnel policy manual and a draft copy is to be mailed to all board members prior to the next board meeting.


Building Permits issued in the month of June were for Steven Bass and Mike & Amber Coulthard.


The date for the next meeting is Tuesday August 11, 2009 at 6:30 PM.


Jeff Clements made a motion to adjourn and Andy Kellogg seconded the motion. The meeting was adjourned at 7:30 PM.

ATTACHMENT A


NEW TOWNSHP ROAD SPECIFICATIONS


  1. No less than 1000 feet in length

  2. Three (3) Rod right of Way

  3. Road Surface Width 18 feet

  4. Road Base 12 inches of three inch breaker and 8 inches of ¾ inch gravel

  5. If culverts needed, no less than 18 inches in diameter

  6. Road Bed should be ditched
